In an era of mergers, acquisitions, and dissolutions, ECI Healthcare Partners is proud to remain independent, solid, strong, and physician-owned, as we have been for over 40 years.

We were founded in 1972 by Drs. James M. Johnson and Robert M. Williams. Today, under the leadership of Dr. Derik King, ECI Healthcare Partners is one of the few healthcare solution providers that has remained privately owned and managed by board-certified physician executives.


  • Robert M. Williams, MD, DrPH, FACEP Chairman of the Board

    Dr. Williams is a co-founder of Emergency Consultants, Inc. and serves as Chairman of the Board. He received his medical degree and doctorate in health policy from the University of Michigan. Dr. Williams has been board-certified by the American Board of Emergency Medicine and served on the faculty in Health Policy at the University of Michigan School of Public Health. Dr. Williams’ study of “The Costs of Visits to Emergency Departments” was published in The New England Journal of Medicine, March 1996. Dr. Williams has been very active on a state and national level with the American College of Emergency Physicians. College appointments and positions have included: Michigan College of Emergency Physicians (Board of Directors, 1975-88; President, 1981; Ronald Krome Meritorious Service Award, 1991) and National ACEP (Chairman of Practice Management Committee, 1986-88; representative to The Joint Commission on Accreditation of Healthcare Organizations, 1986-88; member Harvard University Relative Value Study panel, 1986-88; Board of Directors, 1988-94; Vice President, 1990-91; President Elect, 1991-92; and President, 1992-93). Dr. Williams was the 1995 recipient of ACEP’s prestigious John G. Wiegenstein Leadership Award, which is the highest award in emergency medicine.

  • Derik K. King, MD, FACEP President and Chief Executive Officer

    Dr. Derik K. King has served as President of Emergency Consultants, Inc. and Hospitalist Consultants since 2007.  In 1999, Dr. King joined an Emergency Consultants, Inc. - affiliated partnership, Virginia Emergency Physicians, LLP, in Richmond, Virginia, and became the Medical Director of the emergency department at Henrico Doctors’ Hospital, a 340-bed acute care facility.  He has served on many committees within the hospital, including being elected Chief-of-Staff.  He also served as a board member of the Virginia College of Emergency Physicians (the state chapter of the American College of Emergency Physicians), the Old Dominion EMS Alliance, and as a Gubernatorial appointee to the Secure Commonwealth Panel. Richmond Magazine recognized Dr. King as one of “Richmond’s Top Doctors,” and in May 2006, he was awarded the “Meritorious Award of Distinction” by Emergency Consultants, Inc. for his excellence as a physician and leader. Dr. Derik King, as President, espouses the values of quality, integrity, people, and financial stability.

  • Randy N. Howell, MBA, CMA Chief Administrative Officer

    Randy N. Howell has worked for 20 years in emergency department finance management. Prior to joining Emergency Consultants, Inc. as CFO in 1995, he was the Controller for Spectrum Healthcare Services. He graduated with both a Bachelor of Science degree (cum laude) in Accounting and an MBA from the University of Colorado. He is also a Certified Management Accountant (CMA). Mr. Howell is responsible for the overall management of the Staffing and Finance Divisions and directing all aspects of the organization’s financial interests, including SymMetric Revenue Solutions, the group’s billing company, of which he is Chief Executive Officer.



  • Jeffrey A. Schwartz, MD, FACEP Chief Medical Officer

    Dr. Schwartz is the Chief Medical Officer for Emergency Consultants, Inc., a position that he has held within the organization since 2006. He is board-certified in emergency medicine and is a Diplomate of the American Board of Emergency Medicine; he is also a Fellow of the American College of Emergency Physicians.

    From 1987 to 1992, Dr. Schwartz was Associate Medical Director for the Department of Emergency Medicine at MacNeal Hospital in Berwyn, Illinois.  From 1989 to 1994, he was a member of the Medical Advisory Board and a consultant for Kurzweil Applied Intelligence of Waltham, Massachusetts. Dr. Schwartz has been an active member of the Illinois College of Emergency Physician’s Practice Management Committee since 1995.

    Dr. Schwartz has delivered national lectures and presentations, been involved with community EMS activities, and has published his research projects in The Annals of Emergency Medicine and The American Journal of Emergency Medicine. As an expert in emergency department operations, Dr. Schwartz has worked with hospitals around the country helping them to improve their operational efficiency. He has lectured about “Financial Planning and Management for the Emergency Physician” at past ACEP Scientific Assemblies. He also lectures and leads discussions on the topic of “Paradigms in Emergency Medicine” as it applies to the many changes facing the specialty, while also hosting seminars on topics including customer service, physician accountability, and the use of electronic medical records.

  • David A. Thompson, MD, CHC, FACEP Chief Information Officer, ECI Healthcare Partners
    Chief Medical Officer, SymMetric Revenue Solutions

    As Chief Information Officer, Dr. Thompson serves as the principal physician resource for those ECI Healthcare Partners departments tasked to improve business practices through the better use of information, people, processes, and technology. A graduate of both the University of Illinois College of Engineering and College of Medicine, Dr. Thompson completed a combined residency in Internal Medicine/Emergency Medicine and currently works as a faculty attending at Northwestern Memorial Hospital in Chicago, Illinois. He has also previously served as Medical Director and Chair of the Department of Emergency Medicine at MacNeal Hospital in Berwyn, Illinois. Dr. Thompson has a strong interest in the areas of quality assurance and training. He has served as both chair and/or member of both hospital-based and national quality assurance committees. He has developed databases and educational tools to promote benchmarking and quality improvement for the emergency department and medical call centers. Dr. Thompson's information technology involvement spans several healthcare settings. He is Chair of the Technology Committee for ECI Healthcare Partners, participated in hospital technology initiatives, designed a consumer self-care guideline website, and provided consulting to healthcare technology companies.  His rare combination of clinical and technological expertise creates new opportunities for the continued optimization of ECI Healthcare Partners’ partner service models.

  • Rade B. Vukmir, MD, JD, FCCP, FACEP, FACHE Chief Clinical Officer, National Guardian Risk Retention Group

    Rade B. Vukmir, MD, JD, FCCP, FACEP, FACHE, is the Chief Clinical Officer for National Guardian Risk Retention Group. He holds an academic appointment as Professor (Adjunct) of Emergency Medicine at Temple University. Dr. Vukmir is the Chairman of Emergency Consultants, Inc.’s Education Department and Risk Management Committee.

    He is board-certified in Emergency Medicine and Critical Care Medicine and is a Fellow of the American College of Emergency Physicians, American College of Chest Physicians, and the American College of Healthcare Executives.

    Dr. Vukmir received medical and legal degrees from the University of Pittsburgh in Pennsylvania. He completed a residency program in Emergency Medicine at the University of Pittsburgh, a clinical fellowship in Critical Care at the University of Pittsburgh Medical Center, and a research fellowship in Resuscitation at the Safar Center for Resuscitation Research. He is a certified instructor of Advanced Cardiac Life Support, Advanced Trauma Life Support, and Pediatric Advanced Life Support.

    Dr. Vukmir also holds a degree in Law with a certificate in Health Law. Current interests include management of medicolegal risk, operations, efficiency, management, and optimal customer service strategies.

    He is the author of forty-two, peer-reviewed medical journal articles, as well as seven books. He is the recipient of the University of Pittsburgh Affiliated Residency and Emergency Medicine Faculty Excellence Award for 1991 and 1992.

    Dr. Vukmir is the founder of the ACEP Critical Care Medicine Section, and has served as Councilor, Medicolegal Committee and Public Relations Committee. He currently serves as an ACEP spokesperson.

  • Mark A. Burnheimer, Esq. President, National Guardian Risk Retention Group and ECI-RE

    Mark A. Burnheimer, Esq. is a graduate of Michigan State University (1981) and a 1984 cum laude graduate of the University of Toledo College of Law. He handles all legal services for ECI Healthcare Partners and has managed all claims and assisted in the operations of National Guardian Risk Retention Group, Inc., since its inception in 1989.

    He is the President of National Guardian and ECI-Re, and serves on the Board of Directors for both captive insurers, as well as Emergency Consultants, Inc. and ECI Healthcare Partners Corp.

    Mr. Burnheimer is admitted to the bars in Ohio, Michigan, Tennessee, and in the United States District Courts in Michigan, the Sixth Circuit Court of Appeals, and the United States Supreme Court. He has successfully defended physicians and established legal precedent in published decisions in both the Michigan Court of Appeals and the Michigan Supreme Court. Mr. Burnheimer is a Michigan State Court Certified Mediator, and is a member of the ABA as well as the Ohio and Michigan State Bar Associations, American Health Lawyers Association and ASHRM. He is “A” rated by Martindale-Hubbell, a national attorney rating service.

    Mr. Burnheimer brings to Emergency Consultants, Inc., National Guardian, and ECI-Re, extensive litigation, claims management, and healthcare/medical liability legal experience.

  • John Fraley President, SymMetric Revenue Solutions

    As President of SymMetric Revenue Solutions, Mr. Fraley has overall responsibility for operations, including coding, billing, collections, and technology. The SymMetric leadership team supervises over 200 employees specializing in all aspects of physician billing and reimbursement. 

    Mr. Fraley became the SymMetric Revenue Solutions' Director of Operations in 2001, served as Vice President of Technology, Executive Vice President, and assumed the role of President in January 2010. Instrumental in implementing a number of technological and operational improvements throughout his tenure, Mr. Fraley’s notable achievements include development of: the Chart Management Program; Project Galileo; the Exception, DFE and ACC Website systems for physician feedback, and chart flow management; the InSite reports; as well as other significant innovations. Mr. Fraley has a talent for achieving operational efficiencies using technology and process engineering.
